Radiation, water intrusion, cities wiped off the map, what would you do?
The first thought post natural disasters is to go into the area, look for survivors, start the clean up, then institute a process to rebuild.
Is this what should be occurring? Times are changing. Cities may have to be abandoned versus spending millions more in remedial tasks to allow the area to be declared safe.
Are you ready to move post a natural disaster? Umm, move? Perhaps the event has already moved you, just look around.
